The James Henry Hawkins Memorial Building is the home of Cowan City Hall. The offices of the mayor and city administrator are located here along with the administrator for the Cowan Board of Public Utilities. Meetings of the Cowan City Council are held here on the second Tuesday of each month at 7:00 p.m.

Water bill payments can be made after hours through the night deposit which is located on the wall to the right of the front entrance.
