The History of Cowan Board of Public Utilities
In 1911, Mr. Ross Hawkins and Mr. H.J. Hawkins established Cowan Electric and Water System, which was Cowan's first public utility system. The Hawkins home on East Cowan street was the first house in Cowan to receive electricity and running water that same year. A few years thereafter, Cowan's electrical grid came under the oversight of Tennessee Electric Power Company and Cowan's public utility district focused primarily on water. In 1957, water serviced were greatly enhanced with a modern filtration plant near downtown and a comprehensive new sewer and watewater system built that same decade. Cowan's public entity was at some point reorganized as Cowan Board of Public Utilities. Today, Cowan Board of Public Utilities operates one of the areas best performing public water systems. We are very fortunate to have an abundant water supply that meets our needs even in drought conditions. The water we receive is clean due to layers and layers of underground limestone and is quite tasty due to the high natural occurence of minerals.
